{"id":212576,"date":"2022-01-21T14:00:10","date_gmt":"2022-01-21T14:00:10","guid":{"rendered":"https:\/\/cryptoslate.com\/?p=212576"},"modified":"2022-01-21T14:20:59","modified_gmt":"2022-01-21T14:20:59","slug":"russias-central-bank-releases-a-damning-report-proposing-a-blanket-ban-on-crypto","status":"publish","type":"post","link":"https:\/\/cryptoslate.com\/russias-central-bank-releases-a-damning-report-proposing-a-blanket-ban-on-crypto\/","title":{"rendered":"Russia\u2019s central bank releases a damning report, proposing a blanket ban on crypto"},"content":{"rendered":"<p>Moscow could soon crackdown on cryptocurrency operations in the country, as Russia\u2019s central bank <a href=\"https:\/\/www.cbr.ru\/Content\/Document\/File\/132241\/Consultation_Paper_20012022.pdf\">released<\/a> a damning 36-page proposal earlier this Thursday.<\/p>\n<p>Stating investor protection, financial stability and environmental concerns, the main regulator of Russia\u2019s financial markets proposed outlawing the use and mining of cryptocurrencies in the country.<\/p>\n<h2>The Bank of Russia proposed the following amendments to the legislation<\/h2>\n<p>In the report, the bank proposed outlawing the use of crypto as a \u201cmeans of payment for goods works, and services\u201d in Russia.<\/p>\n<p>In addition, the authority advised introducing \u201ca ban on investments by financial organizations in cryptocurrencies and related financial instruments, as well as the use of Russian financial intermediaries and Russian financial infrastructure to carry out transactions with cryptocurrencies.\u201d<\/p>\n<p>The authority also proposed prohibiting transactions aimed at buying or selling crypto for traditional currency\u2013\u201d a ban on organizing the issuance and circulation of cryptocurrencies (including crypto exchanges and P2P platforms) in the territory.\u201d<\/p>\n<p>\u201cCryptocurrencies also have aspects of financial pyramids, because their price growth is largely supported by demand from new entrants to the market,\u201d read the report, as the authority expressed concerns that crypto is attracting investors with a low level of financial literacy.<\/p>\n<p>In addition to investor protection and financial stability concerns, the bank also warned about cryptocurrencies being actively used for settlements within the framework of illegal activities.<\/p>\n<blockquote><p>\u201cThe volume of transactions of Russian citizens with cryptocurrencies, according to some estimates, reaches $5 billion a year,\u201d read the report, pointing out that Russia is \u201camong the leaders in terms of global mining capacity.\u201d<\/p><\/blockquote>\n<h2>The bank also advised a ban on mining<\/h2>\n<p>While proposing a prohibition of all cryptocurrency issuance, the bank advised a ban on mining in the country, arguing that the current scale and further spread of mining in Russia is \u201ccreating unproductive consumption of electricity\u2013jeopardizing the energy supply of residential buildings, social infrastructure buildings and enterprises, as well as the implementation of the environmental agenda of the Russian Federation.\u201d<\/p>\n<p>Russia is the third biggest center for mining Bitcoin, <a href=\"https:\/\/cryptoslate.com\/how-the-u-s-became-the-worlds-biggest-bitcoin-mining-hub\/\">following<\/a> the US and Kazakhstan, according to data from the Cambridge Centre for alternative finance.<\/p>\n<p>In the aftermath of China\u2019s ban on mining, Russia surfaced as one of the top migration destinations, seeing its hashrate share rise from 6.8% to 11.2%.<\/p>\n<p>Finally, the bank said it \u201cplans to improve the system of regular monitoring of operations with\u00a0cryptocurrencies, incl. to work together with the financial regulators of the countries, in which crypto exchanges are registered in order to receive information about the operations of Russian clients in foreign cryptocurrency markets.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Moscow could soon crackdown on cryptocurrency operations in the country, as Russia\u2019s central bank released a damning 36-page proposal earlier this Thursday.
