However, Sigel warned that<\/span><span style=\"font-weight: 400;\">\u00a0any larger purchase \u201cis gonna get sued by the Elizabeth Warrens of the world.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, the second and more durable path would involve inserting funding language into Congress\u2019s annual budget-reconciliation process, which requires only 51 votes in the Senate.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Beyond direct allocations, Sigel told the audience that Congress should \u201cput small amendments in every bill\u201d requiring miners to transfer a slice of block rewards to the Treasury.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">His remarks come amid heightened discussions about creating a tax-neutral way to fund a BTC reserve after President <a href=\"https:\/\/cryptoslate.com\/people\/donald-trump\/\">Donald Trump\u2019s<\/a> March 6 executive order <a href=\"https:\/\/cryptoslate.com\/trumps-signs-bitcoin-reserve-order-but-wont-buy-more-for-now\/\">establishing a Strategic Bitcoin Reserve and a Digital Asset Stockpile<\/a>.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The order directs Treasury Secretary <a href=\"https:\/\/cryptoslate.com\/people\/scott-bessent\/\">Scott Bessent<\/a> and Commerce Secretary <a href=\"https:\/\/cryptoslate.com\/people\/howard-lutnick\/\">Howard Lutnick<\/a> to expand federal holdings without new taxpayer spending.<\/span><\/p>\n<h2><strong>Mining-royalty system<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">According to Sigel, mining royalties would satisfy the mandate because miners, not taxpayers, would supply the coins.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He framed the idea as a way to \u201cclean up the environment and accumulate a Bitcoin stack at the same time,\u201d arguing that miners who convert waste methane into electricity deserve tax relief while Washington receives a royalty.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under this outline, energy producers that flare or vent methane could install mobile data-center rigs, route the gas into generators, and earn block rewards free of income tax.\u00a0<\/span><span style=\"font-weight: 400;\">Miners would forward an agreed-upon percentage, Sigel suggested single digits, directly to the Treasury\u2019s reserve wallet.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to Sigel, the model reduces greenhouse gas emissions and diversifies national reserves without federal outlays. He further argued that pilot programs could refine royalty rates and compliance rules.<\/span><\/p>\n<h2><strong>Legislative road map<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Sigel called for bipartisan co-sponsors to embed royalty language in energy, defense, and appropriations bills.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He cited federal oil-and-gas royalties as precedent for attaching revenue riders to extraction activities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He also urged state officials who regulate flaring to accelerate permits for miners that sign federal royalty contracts, mirroring existing tax holidays for data centers and renewable-power projects.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sigel closed by saying swift legislative work could let the US \u201cstack sats\u201d within current fiscal limits and position the reserve for the next budget
