{"id":487465,"date":"2025-06-30T22:19:40","date_gmt":"2025-06-30T21:19:40","guid":{"rendered":"https:\/\/cryptoslate.com\/?p=487465"},"modified":"2025-06-30T22:19:40","modified_gmt":"2025-06-30T21:19:40","slug":"circle-targets-federally-regulated-trust-status-to-manage-stablecoin-reserves-offer-custody-services","status":"publish","type":"post","link":"https:\/\/cryptoslate.com\/circle-targets-federally-regulated-trust-status-to-manage-stablecoin-reserves-offer-custody-services\/","title":{"rendered":"Circle targets federally regulated trust status to manage stablecoin reserves, offer custody services"},"content":{"rendered":"<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/cryptoslate.com\/companies\/circle\/\">Circle<\/a> applied to charter First National Digital Currency Bank to become a federally regulated trust that would manage <a href=\"https:\/\/cryptoslate.com\/coins\/usd-coin\/\">USDC<\/a> reserves and expand custody services for institutional clients.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to a<\/span> <strong><a href=\"https:\/\/www.circle.com\/pt-br\/pressroom\/circle-applies-for-national-trust-charter\">June 30 announcement<\/a><\/strong><span style=\"font-weight: 400;\">, Circle applied to the Office of the Comptroller of the Currency (OCC), seeking authority to operate as a national trust bank subject to full OCC supervision.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Approval would permit the new entity to hold and safeguard the assets backing USDC for Circle\u2019s US issuer and to offer crypto custody to pension funds, asset managers, and corporate treasurers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Circle added that a national charter would align its structure <a href=\"https:\/\/cryptoslate.com\/us-senate-approves-landmark-genius-act-for-stablecoin-regulation\/\">with the GENIUS Act<\/a>, a bill moving through Congress that would require payment stablecoin issuers to hold segregated reserves in federally regulated institutions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">CEO <a href=\"https:\/\/cryptoslate.com\/people\/jeremy-allaire\/\">Jeremy Allaire<\/a> said the charter \u201cmarks a significant milestone in our goal to build an internet financial system that is transparent, efficient, and accessible.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He noted that the firm aims to \u201cenhance the reach and resilience of the US dollar\u201d by operating market-neutral infrastructure open to global institutions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Circle trades on the New York Stock Exchange under the symbol CRCL and reported more than $32 billion in USDC circulation at the end of May.<\/span><\/p>\n<h2><strong>Expanding licensing movement<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Circle issued the first New York Department of Financial Services BitLicense in 2015, which gave it a head start in complying with the European Union\u2019s Markets in Crypto-Assets framework last year.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In April, the Abu Dhabi Global Market <\/span><strong><a href=\"https:\/\/cryptoslate.com\/circle-secures-usdc-regulatory-nod-in-abu-dhabi-enters-tech-ecosystem\/\">granted the company<\/a><\/strong><span style=\"font-weight: 400;\">\u00a0in principle approval to operate as a money services provider. Circle said the OCC filing extends that licensing strategy to the US at the federal tier rather than the state level.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The trust bank will act as a wholly owned subsidiary of Circle Internet Group. It will maintain capital and liquidity according to OCC rules and submit to regular examinations.
