Nancy Mace, passed its first checkpoint with a June 11 hearing before the House Veterans' Affairs Subcommittee on Oversight and Investigations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The measure now waits for a vote by the full chamber.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bill directs the Secretary of Veterans Affairs (VA) to conduct a comprehensive study on whether distributed ledgers can enhance the transparency, traceability, and resistance to fraud, waste, and abuse of benefits adjudication.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lawmakers frame the effort as a response to persistent complaints about slow, opaque processing and data errors that can delay or misdirect payments owed to veterans.<\/span><\/p>\n<h2><strong>Immutable records<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Under the text, the VA must explore how a distributed ledger could securely log each step in a claim, verify information to weed out false filings, and flag irregularities in benefit delivery.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The department would need to consult technologists, veterans' service organizations, and other federal agencies that are already experimenting with distributed ledgers.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Within a year of enactment, the Secretary would report back to Congress with findings on the feasibility, benefits, and risks, along with recommendations for pilot programs and any statutory or administrative changes necessary to deploy the technology.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bill also spells out what it means by a distributed ledger. By codifying the definition, lawmakers aim to avoid confusion over whether the VA could satisfy the mandate with a conventional database dressed up in new terminology.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If the House approves the measure, it would move to the Senate for consideration.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Notably, the veteran-related proposal now sits alongside other bills, such as the<\/span> <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/3533\/all-info\"><span style=\"font-weight: 400;\"><strong>Blockchain Regulatory Certainty Act<\/strong>,<\/span><\/a><span style=\"font-weight: 400;\"> authored by Rep. <a href=\"https:\/\/cryptoslate.com\/people\/tom-emmer\/\">Tom Emmer<\/a>, and the<\/span> <strong><a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/1492\/all-info\">Deploying American Blockchains Act<\/a><\/strong><span style=\"font-weight: 400;\">, introduced by Rep.
