{"id":92520,"date":"2018-11-08T16:00:04","date_gmt":"2018-11-09T00:00:04","guid":{"rendered":"https:\/\/cryptoslate.com\/?p=92520"},"modified":"2021-04-22T12:04:57","modified_gmt":"2021-04-22T11:04:57","slug":"chinas-central-bank-calls-for-more-government-oversight-on-blockchain","status":"publish","type":"post","link":"https:\/\/cryptoslate.com\/chinas-central-bank-calls-for-more-government-oversight-on-blockchain\/","title":{"rendered":"China&#8217;s Central Bank Calls for More Government Oversight on Blockchain"},"content":{"rendered":"<p class=\"p1\"><span class=\"s1\">China\u2019s central bank the People\u2019s Bank of China (PBC) encouraged the government to increase supervision of blockchain-related ventures in a <a href=\"http:\/\/www.pbc.gov.cn\/english\/3278277\/3487674\/3658022\/index.html\"><span class=\"s2\">working paper<\/span><\/a> released on Tuesday, warning that \u201cbubbles were apparent,\u201d according to Reuters. <\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">&quot;China to Strengthen Supervision on Blockchain-Related Financing, Investment&quot; by REUTERS via NYT <a href=\"https:\/\/t.co\/A9MGNo1Z9d\">https:\/\/t.co\/A9MGNo1Z9d<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/crypto?src=hash&ref_src=twsrc%5Etfw\">#crypto<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/blockchain?src=hash&ref_src=twsrc%5Etfw\">#blockchain<\/a><\/p>\n<p>&mdash; ACO (@altcoinore) <a href=\"https:\/\/twitter.com\/altcoinore\/status\/1059710267293097984?ref_src=twsrc%5Etfw\">November 6, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2 class=\"p1\"><span class=\"s1\"><b>&#8216;Cannot Disrupt the Market\u2019<\/b><\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">The abstract of the paper, entitled \u2018What Blockchain Can Do, and What it Can\u2019t Do\u2019 states the approach the PBC\u2019s Research Bureau took in dissecting blockchain technology and examining it from an economic perspective, stating: <\/span><\/p>\n<blockquote>\n<p class=\"p1\"><span class=\"s1\">\u201c\u2026by explaining blockchain technologies from an economic perspective, it introduces the Token Paradigm to summarize mainstream blockchain systems, discusses the true meaning of consensus and trust in the blockchain field, and analyzes the functions of smart contract [sic].\u201d<\/span><\/p>\n<\/blockquote>\n<p class=\"p1\"><span class=\"s1\">Translated excerpts from the working paper via <a href=\"https:\/\/zh.ccn.com\/%E4%B8%AD%E5%9B%BD%E5%A4%AE%E8%A1%8C%EF%BC%9A%E4%B8%8D%E8%A6%81%E5%A4%B8%E5%A4%A7%E8%BF%B7%E4%BF%A1%E5%8C%BA%E5%9D%97%E9%93%BE%E7%9A%84%E5%8A%9F%E8%83%BD\/\"><span class=\"s2\">CCN China<\/span><\/a> show a pessimistic view of blockchain technology, especially as the disruptor to the financial system crypto supporters claim it will be. The report warns readers not to \u201cexaggerate the function of the blockchain,\u201d adding, \u201cSo far, no technological innovation has had a disruptive impact on the financial system, and blockchain is no exception.\u201d\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The PBC also issued a notice to investors in September warning of the risks involved with cryptocurrency, and the new working paper calls blockchain \u201csuperstitious\u201d according to translations. The paper asserts that there is no flexibility in the supply of digital currencies and that a lack of intrinsic value support is also a problem.<\/span><\/p>\n<h2 class=\"p1\"><span class=\"s1\"><b>Still Exploring Crypto<\/b><\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">The paper does indicate that there are some places within China\u2019s financial structure where blockchain technology could be helpful if applied, specifically noting the country\u2019s digital bill trading platform. Still, the PBC says it\u2019s \u201cvery difficult to replace institutions and trust with technology.\u201d<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Despite calling blockchain enthusiasm \u201csuperstitious\u201d and saying that it would only be possible to completely replace the current financial system with a crypto-based on in a utopian scenario, the PBC does appear to have its hand in crypto projects of its own. <\/span><\/p>\n<figure id=\"attachment_88998\" aria-describedby=\"caption-attachment-88998\" style=\"width: 300px\" class=\"wp-caption alignright\"><img href=\"https:\/\/cryptoslate.com\/china-central-bank-may-launch-state-issued-cryptocurrency-seeking-cryptography-talent\/\"><span class=\"s2\">hiring several new employees<\/span><\/a> with backgrounds in cryptography, computer science, and finance to develop its own \u201cdigital fiat currency.\u201d The bank, in fact, sought out those with blockchain experience to fill these roles, as well as people with a background in big data. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Early last month, a researcher at the PBC published an op-ed in the bank-owned CN Finance magazine <a href=\"https:\/\/cryptoslate.com\/peoples-bank-of-china-recommends-yuan-pegged-stablecoin\/\">calling for more research<\/a> into a government-backed stablecoin pegged to the Yuan, saying that U.S.
